Nigeria
should learn from Malaysia—Anyaoku
Thursday, 01 May 2008
Chief Emeka Anyaoku, the former
Commonwealth Secretary-General, said yesterday in Abuja that Nigeria
had lessons to learn from Malaysia. “We have important lessons to
learn on how Malaysia leap-frogged the different stages of economic
development,’’ Anyaoku said at the inauguration of Malaysia
Gardens Estate.
“At independence in 1960, we had a comparable level of
development with Malaysia, but they have since overtaken and moved
ahead of us,” he said.
He said Malaysia was now renowned for its architectural
masterpiece, housing, roads and other infrastructure.
He commended the Nigerian and Malaysian governments and the company
involved in the construction, for the initiative of a housing estate
in the country.
Anyaoku said there was the need for the transfer of technologies,
which he described as an important aspect of development.
The Malaysian High Commissioner to Nigeria, Mr Mohammed bin Iging,
said the estate was a demonstration of the cordial relationship
existing between his country and Nigeria.
He said Malaysia would continue to work toward closer ties with
Nigeria, in view of the similarities in their political experience.
Malaysian village model in Abuja By Jimmy E. Asiegbu

The dialectics of housing in Nigeria is long drawn.
Under the present democratic dispensation and with the
implementation of the reform and open policy of the
Obasanjo’s administration, there has been more
concentration on economic development and accelerated
progress in industrialization, urbanization and
information technology which has greatly enhanced the
nation’s economic strength and exposure to the
international community.
With the adoption of series of policies and measures,
great progress has equally been made for the housing
sector.
The President of Federal Republic of Nigeria, Chief
Olusegun Obasanjo and the Honorable Minister of
Federal Capital Territory, Malam Nasir El Rufai have
not being doing bad after all in attracting foreign
investments into the country if they are able to pull
through the recent concluded negotiation between the
Malaysian Government through Global Formwork (Nig.)
Ltd. and the Ministry of the Federal Capital
Territory, Abuja.
The agreement calls for the establishment of a modern
city in Abuja with a state of the arts facilities and
amenities as is available in modern cities of the
civilized World, such as United States of America,
except that this one will have a combination of
Malaysian and Nigerian touch. It has been named
"The Malaysian Gardens" and is located in
Saraji District of Abuja. The negotiation which
started in 2004 is finally coming to fruition with a
final go ahead letter dated February 23, 2005 written
to the Managing Director, Global Formwork (Nig) Ltd.,
Mr. James Wong Po-Kwan by the office of Federal
Capital Development Authority, Abuja.
The bold step of this Project’s initiator in
bringing Malaysian investors known for the past 30 to
40 years for their technological advancement all over
the Asian countries must be commended.
The "Malaysian Gardens – Saraji" Project
which is estimated to cost over Four Hundred Million
Dollars ($400 Million) calls for a development of a
parcel of land measuring approximately 510 square
hectares situated at the Saraji District of FCT into a
full-scale Residential Housing Complex. The project
may well be the first collaboration between Nigerians
and Malaysians to develop a residential housing
complex of this scale using mostly foreign materials,
management and technology and where possible,
indigenous Nigeria products and materials will be
incorporated.
The projected is located at a strategic prime location
in Phase 3 of the Federal Capital and will be accessed
from four main entrances: the two Southern Ring Roads,
Airport Road and Alhaji Shehu Shagari Road. To ensure
a free flow of traffic within the location, a network
of main and arterial roads will be evenly distributed.
The Project is a ten year lease development program by
Federal Capital Development Authority (FCDA) though
Global Formwork (Nig) Ltd plans to complete the
project within four years. Phase one of the
construction work which consists of approximately 7000
units will commence in the first quarter of 2006 and
is expected to be completed within 24 months and the
balance of 7045 units within the next two years.
Malaysian Gardens consists of four residential
precincts, commercial center, public utilities and
amenities. Global Formwork has designed the housing
types to be affordable thus creating and providing
opportunity for Nigerians of all income grades,
including those in Diaspora to own houses of their
choice with all essential and year round functional
amenities. When fully developed, it will consist of
14,045 residential units and other facilities.
The total population is expected to be between 50,000
to 70,000. Upon completion, the firm will implement a
modern professional and socialized real estate
management know-how and system for the management of
the residential units and other facilities/amenities
to create a clean, graceful, safe and convenient
living environment within the estate.
The Project’s success as a modern and dynamic
township will be guaranteed with the support and
blessing from Federal government and unalloyed
assistance of Malaysian High Commission in Nigeria and
the commitment of two Nigerian Banks, Intercontinental
Bank Plc and Fidelity Bank Plc.
It is understood that the Malaysian Gardens Satellite
Town will comprise of the residential precincts
Communal Facilities, commercial Facilities, Public
Utilities/Amenities Educational Institutions and
Wireless internet Connectivity.
There will be a total of 14,045 housing units which
will cater for various income earners in the country.
Advanced construction and innovation will be
introduced into the construction of the housing units
and which will be a great challenging opportunity
imparting a lot of technology to Nigerian construction
sector. All the housing types are thoughtfully
designed by international architect with collaborative
effort from Nigerian professionals, and will be
provided with high quality interior finishes and
generous domestic facilities. Optional features in the
housing units shall include plasma/LCD TV, Internet
Connections, water purifiers and hot water boilers.
The gardens will contain comprehensive community
facilities which will also benefit residents of
neighboring communities.
The facilities consist of Multi-Purpose Community
Centers, Indoor Stadium, Hospital, Medical Centers.
Library , Religious/Spiritual Institutions (Churches,
Mosques, et cetera), and recreational Facilities such
as: Running Track, Green Parks, Sport Fields, Soccer
It will also h have the following features. 80 Shop
Houses, Super market, Bus Terminal, a 5 Star-Hotel,
Petrol filling Stations, Traditional Market, Business
and Commercial Center and Offices.
Modern public utilities that are to be provided shall
enable the residents to enjoy a convenient and modern
life style.
Each Precinct will be provided with one Primary and
Pre-primary school and one nursery center. Higher
educational institutions will be developed at the
commercial center which will include a Secondary
School and Tertiary Institutions.
There is no doubt that Mr. President’s various
foreign trips and the fight to eradicate corruption is
gaining the trust of the International Communities
hence the willingness of the Malaysians to make this
Multi-Million Dollar investment in the Country. This
project when completed will be one of the numerous
landmark achievements of President Obasanjo and Malam
El Rufai, the Honorable Minister of FCT, who has
worked assiduously through granting of audience on
several occasions, which has assisted the developer in
making their dream come true. I say, KUDOS to Mr.
President for making this a Success.
